If you select the 3-year option for the same article published in 2019 and the metric category shows 90%, that means that the article or review is performing better than 90% of the other articles/reviews published in that journal in 2019, 2018 and 2017.
Citation Benchmarking is provided by Scopus and SciVal and is different from the metrics context provided by PlumX Metrics.

Article Description
The present study examines the influence of partial texturing of bearing surfaces on improvement in load capacity and reduction in friction coefficient for slider and journal bearing. The geometry of partially textured slider and journal bearing considered in this work composed of a number of successive regions of groove and land configurations. The nondimensional pressure expressions for the partially textured slider and journal bearing are derived taking into consideration of texture geometry and extent of partial texture. Partial texturing has a potential to generate load carrying capacity and reduce coefficient of friction, even for nominally parallel bearing surfaces. © 2012 Penerbit UTM Press.
