Article Description
La respuesta política y moralmente correcta dada por la comunidad internacional ante la comisión de crímenes atroces suscita un debate alrededor del uso de la fuerza como estrategia de reacción frente a calamidades humanitarias. La autorización por parte del Consejo de Seguridad de la ONU para el despliegue de operaciones de mantenimiento de paz en Somalia, Ruanda y Kosovo, si bien obedeció a las dinámicas políticas y normativas correspondientes al periodo de la postguerra fría, puso en duda la dimensión humanitaria de estas intervenciones armadas y dio paso a la necesidad de unificar el mandato de las mismas partiendo de un compromiso político que estableciera la forma de proceder del Consejo de Seguridad. Bajo tal requerimiento se instala en el año 2001 la Comisión Internacional de Intervención y Soberanía Estatal, la cual emite un informe titulado “La Responsabilidad de Proteger”, dando origen así a una doctrina que delimita el estudio de las intervenciones militares con fines de protección a la comprensión de tres elementos fundamentales: la prevención, la reacción y la reconstrucción. De esta forma, resulta pertinente indagar acerca de la evolución que ha tenido esta doctrina y su contenido normativo a partir de su alcance jurídico y político.
