Article Description

Hydrogen receives revived attention as part of climate change and energy transition strategies. In Germany, hydrogen has become a central component of the climate policy. The government published a national hydrogen strategy in 2020. The aim of this paper is to understand how interactions between the policy mix and actor strategies influence the development of hydrogen pathways in Germany. The research builds on the concepts of transition pathways and policy mixes. Methodologically, the paper combines policy mapping with an analysis of stakeholder interviews. The analysis shows a relatively coherent, consistent and credible policy mix, but slow progress ‘on the ground’. This can be explained with various uncertainties, including disagreements between actors about desirable pathways, which led some to adopt a ‘wait and see’ strategy. The study contributes to the literature on the politics of transition pathways by proposing a framework for analysing the interplay between policy mix and actor strategies.
