Report Description
The Department of Energy/National Nuclear Security Administration (DOE/NNSA) and Sandia Corporation (Sandia) are submitting a request for a Class 3 Modification to the Resource Conservation and Recovery Act Facility Operating Permit (the Permit). The DOE/NNSA and Sandia are requesting that the New Mexico Environment Department (NMED) designate solid waste management units (SWMUs) 8, 58, 68, 149, 154, and 502 as approved for Corrective Action Complete status. The DOE/NNSA and Sandia have implemented corrective measures at these 6 SWMUs in accordance with the requirements of an April 2004 Compliance Order on Consent between NMED, DOE, and Sandia, and the plans approved by NMED. The NMED made preliminary determinations in January and February 2016 that corrective action is complete at these SWMUs, which are located on Kirtland Air Force Base immediately southeast of Albuquerque, New Mexico. The permit modification request consists of a letter with four enclosures: 1. Proposed modifications to Attachments K. L. and M of the Permit. 2. A brief history of corrective action at each SWMU. 3. A discussion of selected SWMUs and individual features within SWMUs 8 and 59. 4. An index of the supporting documents that comprise the justification for the permit modification request. The supporting documents are included in ten volumes.
