If you select the 3-year option for the same article published in 2019 and the metric category shows 90%, that means that the article or review is performing better than 90% of the other articles/reviews published in that journal in 2019, 2018 and 2017.
Citation Benchmarking is provided by Scopus and SciVal and is different from the metrics context provided by PlumX Metrics.

Abstract Description
The authors review accepted ideas concerning the behaviour of the rock mass surrounding tabular (stope) openings, and highlight how this knowledge is currently being employed to counter the adverse conditions created by inhospitable geological and stress environments. Aided by this knowledge management is now not only able to plan the design and layout of excavations to minimise the damaging and sometimes disastrous effects of unfavourable stress environments, but also to devise sophisticated support systems to suit conditions arising from virtually any circumstance.
