This paper examines the fundamental disconnect between India's elite policymakers who form family planning policies and India's rural poor, who make up the target audience for such policies. From an analysis of India's family planning posters published between the years of 1980 and 2002, this paper concludes that India's rural poor do in fact have a logic behind having a large family.
