The present investigation reconstructs from the theory of socio-legal mobilization the process by which the Law of Feminicide Rosa Elvira Cely (Law 1761 of 2015) was enacted. From interviews, analysis of the Congress Gazette and comparative analysis of bills, arguments and speeches, this investigation identifies and analyzes three moments: the emergence of socio-legal mobilization, the cycle of legal action (in this case the legislative process the law went through) and, finally, the impacts and transforming legacy of the Feminicide Law. This reconstruction recognizes that the possibility of existence of the Feminicide Law is framed in the relationship between the feminist and women's movement and legal reform and in two main sociological and political debates: how timely can the law and rights be as resources for collective action seeking social change? And, to what extent are the legal changes translated into structural changes, in the case of feminicide and violence against women, of the patriarchal structure?
