Conference Paper Description
The relevance of the research topic is determined by the need to ensure the effective functioning of government bodies and institutions. The quality of work of civil servants directly affects the level of public services provided, as well as the implementation of strategic goals of the public policy. The purpose of this contribution is to develop recommendations for effective management of personnel policies that contribute to increasing the productivity and efficiency of public services. The applied methods include research of data on professional skills and qualifications of civil servants, analysis of the effectiveness of existing personnel training and development programs, analysis of results of reforming personnel policies in government bodies. In the framework of this study, the authors identified the main problems in the personnel policy of civil servants, the main functions of personnel policy, developed recommendations for improving the personnel policy of civil servants. Practical significance of the study is determined by the fact that the research results will contribute to the increase in the efficiency of personnel policy management in government agencies, improvement of working conditions and motivation of civil servants, reduction of staff turnover and increase in the professionalism of civil servants, development of specific recommendations for improving the personnel policy based on comparative analysis, increasing the level of professionalism and competence of civil servants, improving the system of training and development of personnel in government agencies.
