If you select the 3-year option for the same article published in 2019 and the metric category shows 90%, that means that the article or review is performing better than 90% of the other articles/reviews published in that journal in 2019, 2018 and 2017.
Citation Benchmarking is provided by Scopus and SciVal and is different from the metrics context provided by PlumX Metrics.

Article Description
La introducción hace solo unos pocos años de políticas poblacionales de vacunación y los flujos migratorios son actualmente el origen de cohortes de adultos no vacunados. Por otra parte, algunas de las vacunas administradas durante la infancia no mantienen la inmunidad durante la vida adulta. Por estos motivos es de gran importancia para un correcto control de las infecciones prevenibles mediante la vacunación extender las recomendaciones de vacunación a la población adulta junto con un refuerzo, mediante dosis de recuerdo, de los programas de vacunación infantil. En el actual panorama sanitario español, los calendarios vacunales son competencia de las distintas autonomías. Este protocolo pretende unificar dichos calendarios y realizar una revisión actualizada de las principales indicaciones vacunales en la población general adulta.
