If you select the 3-year option for the same article published in 2019 and the metric category shows 90%, that means that the article or review is performing better than 90% of the other articles/reviews published in that journal in 2019, 2018 and 2017.
Citation Benchmarking is provided by Scopus and SciVal and is different from the metrics context provided by PlumX Metrics.

Review Description
El eccema es un síndrome con una definición anatomoclínica precisa. Desde el punto de vista clínico, se trata de una dermatosis pruriginosa con vesículas, eritema y edema, cuyos aspectos clínicos pueden ser muy variados. La lesión histológica es la espongiosis. Esta reacción cutánea inflamatoria puede estar causada por factores endógenos, exógenos o mixtos. En este artículo se estudian principalmente las particularidades de las formas topográficas que afectan al pie, incluida la dishidrosis. La afectación de los pies es frecuente y está poco estudiada en comparación con el eccema de las manos. Puede ser incapacitante y tener una repercusión laboral y psicosocial considerable. El tratamiento es tanto sintomático como etiológico y puede ser difícil.
