If you select the 3-year option for the same article published in 2019 and the metric category shows 90%, that means that the article or review is performing better than 90% of the other articles/reviews published in that journal in 2019, 2018 and 2017.
Citation Benchmarking is provided by Scopus and SciVal and is different from the metrics context provided by PlumX Metrics.

Article Description
Resumen En el presente ensayo se describen algunas de las leyes y las políticas públicas que, en América Latina y en especial en Costa Rica, se orientan a refrendar los derechos y promover la inclusión social de las personas con discapacidad. Se hace énfasis en las políticas de educación inclusiva en Costa Rica, particularmente, las dirigidas a las personas con discapacidad visual. De lo expuesto, se concluye que las leyes e instituciones costarricenses, en materia de derechos y políticas para las personas con discapacidad, han evolucionado y tenido impacto en ese grupo vulnerable de la población. Se reflexiona acerca de que, en general, se necesita una mayor cantidad de datos y de información disponible referente a las personas con discapacidad y a las instituciones que instrumentan políticas públicas en este ámbito. Se precisa de datos e información que puedan ser más desagregados y sistematizados, para una evaluación más efectiva de las políticas dirigidas a las personas con discapacidad.
