If you select the 3-year option for the same article published in 2019 and the metric category shows 90%, that means that the article or review is performing better than 90% of the other articles/reviews published in that journal in 2019, 2018 and 2017.
Citation Benchmarking is provided by Scopus and SciVal and is different from the metrics context provided by PlumX Metrics.

Article Description
Resumen El tema central de este artículo es el estudio de las nueve elecciones de dicho género que se llevaron a cabo en 2018, con la idea de que forman parte de una importante ruptura del sistema político vigente en México; cuyas características se precisan a través de la revisión teórica e histórica de los conceptos que dicha afirmación contiene y de sus particularidades en la evolución del país. El artículo tiene como punto de partida la consideración de que con las elecciones de 2018 concluyó una etapa que se gestó en 1988, cuando entró en crisis la capacidad del Partido Revolucionario Institucional (PRI) de controlar el voto que lo había mantenido como hegemónico durante ochenta y nueve años.
